How Much Evidence Is Enough?
Research can support a decision. It cannot tell a district how much evidence is enough, and that judgment belongs in the recommendation.

Most districts do not have a technology problem. They have a reasoning problem that shows up as a technology problem. Initiatives get adopted on the strength of a compelling story, layered on top of the last six, and are almost never evaluated against the claim that justified them.
